VISI

 

Pejabat Penasihat Undang-Undang & Integriti pada sepanjang masa akan sentiasa memainkan peranannya sebagai pusat rujukan utama penasihatan dan perundangan dalam usaha memelihara integriti, imej dan nama baik Universiti Malaysia Perlis.

 

The Legal & Integrity Office shall always at all times play its role as the main advisory and legal centre of reference in an effort to uphold the integrity, image and goodwill of Universiti Malaysia Perlis .

 

MISI

 

Dari masa ke semasa membangunkan, menggubal dan mewartakan Statut-Statut Jawatankuasa-Jawatankuasa yang ditubuhkan oleh pihak berkuasa Universiti termasuk Kaedah-Kaedah berkaitan di bawah Perlembagaan Universiti.

 

To develop, draft and gazette the Statutes of the Committees established by the University Authority including the relevant Rules under the University’s Constitution.

 

Membangunkan dan memurnikan dasar, garis panduan dan pekeliling yang berkaitan dengan semua aspek peranan dan tanggungjawab setiap pelajar dan kakitangan Universiti.

 

To develop and moderate policies, guidelines and directions pertaining to all roles and responsibilities aspect of each and every University’s student and staff.

 

Memainkan peranan menyemak dan mengimbangi dalam aspek tadbir urus Universiti.

 

Play the role of check and balance in respect of the University’s governance.

 

Membangunkan templat kontrak dan perjanjian standard dari masa ke semasa bagi rujukan dan gunapakai oleh fakulti, jabatan dan pusat tanggungjawab.

 

To develop contract and standard agreement templates from time to time for the reference and application by the faculties, departments and centres of responsibility.

 

Mengkaji semula dasar lama yang lapuk dan tidak sesuai digunapakai pada waktu sekarang dan mencadangkan pindaan atau penggantiannya untuk kelulusan pihak berkuasa Universiti.

 

To review old policies which are obsolete and unfit to be applied during present times and to propose for amendment or replacement to be approved by the University’s authorities.

 

Memberi keutamaan ke atas perkara berkaitan analisa kos dan impak sebelum pihak Universiti memulakan sebarang tindakan undang-undang terhadap mana-mana pihak di Mahkamah.

 

To give priority to cost analysis related matters and its impact before the University decides to commence a legal action against any party in Court.

 

OBJEKTIF

 

i.        KAKITANGAN DAN PELAJAR / STAFF AND STUDENT

 

Untuk menasihati, memupuk kesedaran dan menyampaikan mesej tentang kewajipan mereka untuk mematuhi undang-undang dan peraturan-peraturan Universiti untuk mengelakkan sebarang isu berkaitan tatatertib.

 

To advice and develop awareness and convey the message on their obligation to comply with the University’s rules and regulations so as to avoid any disciplinary issue.

 

Membuat pertimbangan yang adil dan berhati-hati dalam menentukan tindakan susulan bagi setiap kesalahan tatatertib.

 

To take a just and careful consideration in determining action in respect of each and every disciplinary offence

 

 

ii.      FAKULTI, JABATAN DAN PUSAT TANGGUNGJAWAB / FACULTY, DEPARTMENT AND CENTRE of RESPONSIBILITY

 

Menasihati, mengulas dan memberi pandangan dari sudut perundangan ke atas sebarang kemusykilan dan permasalahan.

 

To advice, comment and provide opinion on legal point of view on any inquiry or issue.

 

Untuk memastikan semua program dan aktiviti melibatkan pendidikan, penyelidikan, penjanaan pendapatan dan sebagainya dilaksanakan menurut tatacara perundangan serta mematuhi kesemua peraturan, dasar dan garis panduan yang telah ditetapkan.

 

To ensure all programs and activities involving education, research, generation of income, etc are being carried out in accordance with legal procedures and in compliance with designated rules, policies and guidelines.

 

iii.     KONTRAK DAN PERJANJIAN / CONTRACT AND AGREEMENT

 

Untuk memastikan semua terma dan syarat kontrak dan perjanjian telah dianalisa dan diteliti dengan mendalam sepenuhnya sebelum dimuktamadkan dan ditandatangani.

 

To ensure that all terms and conditions of contract and agreement are being entirely analyzed and scrutinized before being finalized and executed.

 

Untuk memastikan semua hak dan kepentingan Universiti sentiasa terpeilihara.

 

To ensure all rights and interest of the University are protected at all times.

 

Untuk mengurangkan atau mengelakkan sebarang risiko kerugian kewangan dan implikasi yang tidak baik serta imej buruk terhadap Universiti.

 

To mitigate or prevent the risks of financial lost and bad implication on the image of the University.

 

Untuk memastikan setiap kontrak dan perjanjian yang dilaksanakan oleh Universiti mematuhi tatacara perolehan yang betul menurut prosedur perundangan, pekeliling dan peraturan yang telah ditetapkan.

 

To ensure each and every contract and agreement is executed on behalf of the University complies with the correct procurement procedures in accordance with legal procedures, circular and regulations.

 

iv.     PENYELESAIAN PERTIKAIAN / DISPUTE RESOLUTION

 

Menjalankan rundingan di dalam sebarang tindakan undang-undang bagi menyelesaikan sebarang pertikaian dan mencapai penyelesaian damai di antara Universiti dan mana-mana pihak lain yang berkaitan.

 

To engage in consultancy work in any legal action in order to resolve any dispute so as to reach amicable settlement between the University and any relevant party.

 

Menjalankan rundingan dan proses timbangtara ke atas sebarang pertikaian, salah faham atau konfrontasi di kalangan kakitangan Universiti bagi mencapai penyelesaian damai.

 

To carry out consultancy and mediation process on any dispute, misunderstanding and confrontation among the University’s staff in order to reach amicable settlement.
